Let me attempt to answer this.
 
The charts here contain the actual situation during the past years' primary 1 registration exercise. There is no balloting for Gong Shang under phase 2B.
 
Am I right that the balloting that you are refering to is for PV slots? as in 87 parents applied for 30 PV slots?

Hmm from past record phase 2b at gongshang doesn't need to ballot, but after i enrol was told that i need to ballot since im in 1-2km. Is something wrong with the charts? Total app for PV is 87 and slot avail only 30.

PV stands for parent volunteers, which refers to the parents of non-students doing volunteer work for the school in exchange of being eligible to register in phase 2B.
 
This is different from the parents of existing students doing volunteer work, these are known as parent support group.

For the past few years, there had been balloting within 1km under phase 2C for Gongshang Primary. Thus if you want to improve your chances, then PV would be advisable.
