Preschools and kindergartens in Singapore

Wondering how much it costs to send your child to preschool in Singapore? For Singapore citizens, monthly kindergarten fees can be under S$200. Full-day programmes cost more — infant care typically exceeds S$1,000 a month, while full-day childcare can cost less than S$700.

If these costs seem daunting, be sure to check what subsidies your family can qualify for. Read on to better estimate the cost of preschool for your child.

What are the school fees for MOE Kindergartens and other government preschools in Singapore?

For parents who intend to send their children to MOE Kindergartens (also known as MK), the monthly fee in 2025 is:

  • S$160 for Singapore citizens
  • S$320 for Singapore Permanent Residents

Parents should note that fees are payable during the June and December holidays, but there are no additional out-of-pocket expenses for complementary programmes such as field trips.

If you require full-day kindergarten care, this is available at MOE Kindergartens. The fees can go up to a maximum of S$415 per month, with payment collected during the June and December holidays as well. To help local families offset costs, all Singaporean children are eligible for a basic subsidy of S$150 per month. Depending on your family’s income, you may also be eligible for additional subsidies.

Apart from the above, parents seeking government-endorsed preschool services should also look at centres under the Anchor Operator and Partner Operator schemes. Both schemes fall under the purview of the Early Childhood Development Agency (ECDA).

The Anchor Operator or AOP scheme supports operators to offer quality and affordable preschool programmes, including in new housing areas. The Partner Operator or POP scheme supports childcare operators to improve the quality and affordability of childcare at POP centres. Both schemes require operators to keep their fees within prescribed fee caps and to achieve quality criteria, such as attaining the Singapore Preschool Accreditation Framework (SPARK) certification and ensuring professional development for their early childhood professionals.

Below is the fee structure for both schemes:

  • Anchor Operators must keep to a monthly fee cap of S$640, S$1,235, and S$150 (excluding GST) for full-day child care, full-day infant care, and kindergarten respectively. This only applies to Singapore citizen children. (View the list of Anchor Operator preschools.)
  • Partner Operators must keep to a monthly fee cap of S$680 and S$1,290 (excluding GST) for full-day child care and infant care respectively. This only applies to Singapore citizen children. (View the list of Partner Operator preschools.)

As an example, we can look at the current fee structure for PCF Sparkletots Preschool, which is an Anchor Operator:

Some preschool chains, like Little Footprints, may operate some centres under government schemes, such as the Partner Operator scheme, while others are independently run. Because of this, their fees can differ across locations.
