2016 P1 Registration Phase 2C(S)

Phase 2C(S): (Updated 12 Aug 2016)

For a child who is not yet registered in a primary school after Phase 2C.

Analysis: (12 Aug 2016)

Phase 2C(S) has ended.  Another 3 schools have joined the 7 which were oversubscribed yesterday, bringing the total of oversubscribed schools to 10 out of 111 schools available for Phase 2C(S).  This is indeed very low compared to other years.

The new schools which were oversubscribed today are Holy Innocents, De La Salle, and Junyuan.  These are not really surprises, given their historical tendencies to be oversubscribed by Phase 2C(S).

Amongst the oversubscribed schools, Fernvale is the most heavily oversubscribed in terms of numbers (23), but Evergreen has to be the most nail-biting (2 applicants fighting for 1 seat!).

This marks the end of our P1 Registration analysis for 2016.  We hope that those who have followed our series have found these articles helpful in their decision-making processes, and that parents have managed to get their desired schools.

Thank you!

Analysis: (11 Aug 2016)

At the end of the first day of Phase 2C(S), 7 schools are out of vacancies, 6 of which are oversubscribed by 1 to 17 places.

At the top of the oversubscription list is Fernvale and Springdale, two of the schools which were expected to be very hot this year.  There were also no surprises for Jurong Primary, Jurong West, Evergreen and Edgefield.  What was unexpected, however, was Corcord, which has a blistering number of 54 applicants this year, more than double that last year.

Just one more day before the end of Phase 2C(S), which should pretty much mark the end of the 2016 P1 Registration exercise for most Singaporean parents!  We wish all parents who are involved in this phase the best of luck.

Prediction: (4 Aug 2016)

After the end of 4 Phases of the P1 Registration Exercise, 111 schools remain with some vacancies for Phase 2C(S), ranging from 1 place up to 132 places.  We compared the number of places left in each school with the demand for the places last year in 2015, and came up with a short list of schools which are in danger of oversubscription for the coming Phase 2C(S).

8 schools came up in jeopardy of oversubscription.  At the top of the list is Oasis Primary, which may have a shortfall of as many as 46 seats.  Springdale will also be very popular in Sengkang, as those who failed to get places in Sengkang Green and Nan Chiau will most likely be flocking to the school.  Junyuan and Fernvale are the other 2 schools with shortfalls of more than 20 places.

(Updated 4 Aug 2016)  Thanks to feedback from Sam_Yishun, we have also highlighted those schools which were oversubscribed in Phase 2C last year, and subsequently had 0 applicants for Phase 2C(S).  These schools are also very likely to be oversubscribed in Phase 2C(S) this year.  Schools such as Evergreen, Holy Innocents’, Jurong West, and Woodlands were oversubscribed in Phase 2C last year, and have less than 10 places left for Phase 2C(S) this year.  The odds are good that these schools will most likely be oversubscribed this year too.

Essentially, all schools with numbers marked in RED in the “Shortfall” column of the table below are at high risk.

As a gentle reminder to parents, Phase 2C(S) is really not a Phase to be taking any further gamble, since parents who fail to get a place in Phase 2C(S) will be forced to take up places in other schools which may not be ideal for them.  At worst, parents may have to depend on MOE on allocating the schools to them.  So it is best that parents should try to go for schools that are unlikely to be oversubscribed in the list below, and thus remove any uncertainty in the process.

Registration is conducted at the primary school that you wish your child to be admitted into. The hours of registration are from 8.00 am to 11.00 am and from 2.30 pm to 4.30 pm on each scheduled registration day. Parent is to submit the registration form and required documents at the school of choice.

Alternatively, parents can authorise a person to register their child on their behalf. An original letter of authorisation is required from the parent.

The Primary One Internet System (P1-IS) serves as a channel to facilitate the registration of children during Phase 2C and Phase 2C Supplementary.

Parents who register online will need to produce the original of each required documents to the school the child is successfully registered when requested by the school or upon reporting to the school.

The online registration period starts from 9.00 am on 9 August 2016 to 4.30 pm on 11 August 2016.

Singapore Citizens (SCs) will be given absolute priority over Singapore Permanent Residents (PRs) when balloting is necessary in a specific phase. SCs and PRs will continue to be eligible for the same phases, and all applicants will be admitted if the total number of applications in any phase does not exceed the number of vacancies. However, if the number of applications exceeds the number of vacancies in a specific phase, SCs will be admitted first ahead of PRs, before home-school distance is considered.
