Definitely better to go to a private orthodontist cos of the flexibility of fixing/changing appointments. Bear in mind that sometimes, the wire moves cos the teeth have moved in between appointments, so it pokes the child and causes ulcers and you would want an appointment quickly to have it trimmed...

New Balance makes good running shoes and there's a pretty wide range for kids. They have boutiques in Raffles City, Junction 8 and Velocity at Newton. They have an outlet at IMM too.

Isetan Scotts has a pretty good range of sports shoes for kids, including Asics.
