I think the hokkian clan tell their members that you can volunteer, but doesnt mean dont need to ballot as there are lots of volunteers who will be registering

I would look at where SGS bills / MAS bills are and compared with the banks FD and make a decision. If the banks FD is lower than the 6 months bills, then i will prefer to go for the bill auctions.
