In my opinion, it does gives parents two bites of the cherry. (One in the earlier phase, the other in 2C). If the govt wants more 2C parents to enter these schools due to proximity, then parents will just play by the rules and move within 1km of the school to be assured of a place. Next year will be...

Firstly, I checked with MOE on this recently and the answer (whether cut & paste one or not from some policy statement) was that only the child needs to reside in that address for the entire 30 months.
