My standing: it's the right of those free medical service centers to decide whoever they want to serve. And that has nothing to do with the government.

All the rest of the letter shows lack of education, the least I can say.

the writer did not say anything about asking the Govnt to implement any policy, but suggested that all free clinic to unite and only treat pink & blue IC holders.

I don't see any need to "unite" the free clinics. Any clinic willing to do so can just write it on the door. Why hoping others to follow?

The article says that she is a volunteer at one of the free clinic.

But i do feel that if one can set up a free clinic, why must anyone differeniate colours, nationality, age etc for anyone who is looking for a cure? OTherwise, don't set up a free clinic but to implement a small-fee Clinic?

Probably when these organization set up the free clinics and the people who voluntered to work there, meant to help people with financial problem.

but I do recall reading about how some employers abused this free service by sending truck load of foreign workers and / or their domestic maid there to seek medical help.

you are right that they should not differentiate by nationality. And probably that's why they have not done so.
