THE Government will be studying how police powers can be enhanced to prevent at-risk youth from forming or getting involved in gangs.
The aim is to allow the authorities to intervene early, and be armed with more tools to deal with young people who need help in disassociating with gangs but have yet to commit criminal offences.
Announcing this yesterday, Minister of State for Home Affairs and Education Masagos Zulkifli, who is heading the review, said that sentencing options also need to be relooked.
'We need to look at sentencing options, the relevance of police powers that are already existing today, and whether these should be modified to better address the issues in the mid to long term,' he said at a press briefing at the police headquarters in New Phoenix Park.
'In the course of doing so, we may need to review the existing laws so that the police as well as all other institutions are aligned in bringing the situation to one that our community will be happy with.'

will there be new definition of "non-seizeable" offence ?
"Four of the men - Tay, Tang, Ho and Tong - are represented by lawyers, Subhas Anandan and Sunil Sudheesan from KhattarWong.
Chen is represented by Mervyn Foo from Lee & Lee.
If convicted of murder, they face the death penalty."
Look at their lawyers... quite big shots... so these youth gangsters are all from well-to-do families?
The teen who tried to escape and injured himself is represented by Subhas Anandan. This youngsters should be from well-to-do families or they won't be able to afford these lawyers.
Parental guidance is critical in today's society...with more parents being well-educated and both working, there is no one at home to supervise the kids and who their peers are. Its really sad that parents scramble to find reputable lawyers when their children get into trouble with the law.

Just a thought, won't parents give their all just to save their kids?
Even if it means selling the house, borrowing money, etc.

Selling their house will take time...perhaps borrowing money is faster. Mr Subhas has defended the poor several times. In any case, this is really wait-and-see if the youths have any mental problems to help them.

If I'm not wrong, the State will pay an honorarium to the lawyers representing them since they face the death penalty.
'All persons facing capital charges in the High Court are ensured of legal representation under the Legal Assistance Scheme for Capital Offences ('LASCO'). Under the scheme, anyone facing a capital charge is eligible to be assigned counsel by the state free of charge. No means test or other eligibility criteria is imposed. In most cases, counsel will be assigned once a hearing date has been fixed for the Preliminary Inquiry. Generally, for more complex cases, (and subject to the approval of the Registrar, Supreme Court,) two counsel will be assigned – one to lead, and one to assist. At the discretion of the Registrar, Supreme Court, junior assisting counsel may also be assigned to aid in an accused person's defence.'

This issue about staring has been around for donkey years...since my time in secondary school. It's actually very trivial but a good chance for youngsters out to create trouble..., 'see what ? you looking at my girlfriend is it ?'...and the confrontation begins.
One fatal case happened which seemed to spark off more cases...police kept busy of late, esp school holidays just started. It's good to empower the police so that they can make more decisions with these gangs.
