What I do on my PC is to subscribe to a VPN service and then subscribe to Netflix. If you have a valid US credit card e.g. certain AMEX credit cards, you can also purchase videos from Amazon Instant Videos. I don't have an Ipad or Iphone, but if I am not wrong you can set VPN and install Netflix on them. Give it a try.
Legally, there are Netflix, Amazon Instant Videos, and HuluPlus. All will require you to connect to a VPN service and a billing address in US (a freight forwarder's address such as VPost or Comgateway's address will suffice). I am not very sure about the legality. But if you want to play safe and don't mind streaming videos, try mysoju.
