Hi.

I know of a birthday decoration, goodies bags specialty store near Syed Alwie street. They sell all sorts of decorations there. You may like to check it out.

There's one quaint shop in Golden Landmark where the
Sultan Mosque is. Nearest MRT station is Bugis MRT.
Located at the basement near one staircase leading to
the shops inside. They got LOADS of stuff in nice big
packages. :wink:

I used to buy at the shops in Concourse. Dunno whether
still there or not. It's really a steal. I bought from their
novelty shops when my DD1 had a Bob The Builder
b'day theme party at a bungalow once.

My friend who organized a pirates theme party bought
at Mustafa Centre and she claims she bought everything
she needed there, including the prizes for the friendly
games.

Hope I am not too late.

Agree with Buds. However, the shops at Concourse have moved to Middle Road, think the building name is ICB Enterprise and also to the The Verge at Serangoon Road. I bought my DS bday stuff from the shops at Middle Road. They have 3 shops and are located side by side, so you can go in and browse ard b4 deciding. :D
