Nothing much could be done. Hdb came to patch the area several times with cement and then paint over...but ceiling is so ugly.
Before we bought our present flat, we were looking around at several units. There was a top floor unit for sale. Flat was pleasant until hubby spotted some mysterious patches in the ceiling. When asked, the owner said it was water leakage but problem was solved. We didn't dare to consider.

this is a problem with old flats. Water leaking from ceiling from upstairs or though the walls.
Really frustrating to put up with it.

I experienced this in common toilet. Hdb paid 50% while neighbour downstairs and us split 50/50 to have our entire toilet floor hacked and toilet bowl changed.

Most of it is in the toilet. If not maybe tiles and fixtures...

toilet ceiling leakage, cupboard wear and tear. flat gets worn out. repainted 2 years ago...initially it did feel good but after 6 months, the feeling of an old flat comes back.
