Use of pencil during exam for Upper Primary Student

Can upper primary student use pencil to do their exam papers? Will they be penalized ?

Of course they won't be penalised. But pen is the best. However I use pencil for the last few Math problem sums with the exception of PSLE, where pencil usage is strongly prohibited.

No, I don't think so. But it think it's wise to use pencils for the real complicated questions, because you might have to correction-tape it for a while if your statements are wrong, or canceling it will make it look messy.
