I do not understand why there will be rust like substances at this part of the stand.

What can I do to prevent?

There is no water or liquid in contact :shrug:

It may not be rust? Grease etc can turn brown when oxidised, just like on similar racks in the bathroom when soap collects on it. If you give it a good rub, it may just rub off.

Why only pooled at the corner?

I laid cupboard in the plastic tray which I leave the bottles of cooking oil, sesame oil, fish sauce, etc on the upper tier. The lower tier for the packet of sea salt and pepper.

No idea. Maybe that's where it's harder to wipe, or somehow stuff collects there? Anyway, try rubbing it and see if it can be cleaned.
