Which 3rd language ?

If is conducted inside in-house school premises like Malay, perhaps can approach your own Secondary school language Teacher in charge.

But,
if is a foreign language taught or held at Bishan or Newton MOELC for Spanish, German, French, Japanese, MOELC is strict, won't allow, since you have already missed one whole year of foundation, in Sec 1.
Unless ...

under unusual, exceptional circumstances like

let's say you are born of a French father. At home, u are very fluent in speaking French, since from birth as a baby, your Daddy already speaking to you in French.
Then,
perhaps u can write in to MOELC, to appeal. But of course, MOELC will ask u for reasons why u didn't start learning French in Sec 1,
assuming that
your past PSLE score did indeed qualify you to learn French

OR

Unless
you can prove to MOELC
that
u already have acquired a somewhat proficiency level, in that foreign language. If is like this, u may appeal

Yes only if it is H2 and you cannot drop to H1 unlike the other H2 subjects.

In case the child’s parents do not know, the contrasting subject for JC Science stream is usually (most commonly) Econs.

Good to have options. Depends on if child is linguistic or strategic type of person
