I have received DHL/SPF/MOH calls before but I knew they were scams.

However, when I received the SingPost SMS, I thought my parcel (I ordered something last week) was really stuck so I clicked on the link to top up $3.19.

DBS online banking down for few days really caused much inconvenience for many. I check for unauthorized transactions every day. So far like nothing. Hope my credit card won’t be hacked!
You should terminate the credit card you used to do the top up immediately. It's painful, I know, but it must be done so that you won't be made responsible for any illegal transactions made.

I went to Sing Post Jurong Point branch this morning to ask the staff there personally and the staff there told me that it is a SCAMMER as they don't do that and I was not the first person asking them this question today. Could you immediately inform your bank and deactivate your credit card.

I have received parcels with a note that the postage is insufficient, so they will be delivered as a gesture of goodwill.

Best report and cancel card.

Yes, it is better to report it and cancel the card.

By the way, how does post offices around the world work? Isn’t it the responsibility of the post office at the origin country to ensure that postage is sufficient?

Only if you let them weigh it, and that's generally only parcels. If they are like Singapore, you can buy stamps through a machine and drop them into post boxes yourself. Then it's sometimes a bit agak2.

The payment is by submitting the CC no.?
AFAIK, most of this click Button or Link are usually part of the phishing process. I'm not sure but they could have planted something into your device when you click on it.
Phishing is a form of fraud in which an attacker masquerades as a reputable entity or person in email or other forms of communication. Attackers will commonly use phishing emails to distribute malicious links or attachments that can perform a variety of functions. Some will extract login credentials or account information from victims.

I think because coincidentally I did order something online that’s why I didn’t think too much.

The SingPost SMS said the address provided by sender was wrongly written. If parcel was mine, pay $3.19 to release it. Else SingPost will return the parcel to sender. The fake website was professionally designed with SingPost name and Logo (blue/red/white). Hence I keyed in my particulars and credit card details.

Are these hackers from Singapore or overseas?

I don't think it's important where the hackers are from. You should protect yourself asap.
