I have received DHL/SPF/MOH calls before but I knew they were scams.

However, when I received the SingPost SMS, I thought my parcel (I ordered something last week) was really stuck so I clicked on the link to top up $3.19.

DBS online banking down for few days really caused much inconvenience for many. I check for unauthorized transactions every day. So far like nothing. Hope my credit card won’t be hacked!
You should terminate the credit card you used to do the top up immediately. It's painful, I know, but it must be done so that you won't be made responsible for any illegal transactions made.
The payment is by submitting the CC no.?
AFAIK, most of this click Button or Link are usually part of the phishing process. I'm not sure but they could have planted something into your device when you click on it.
Phishing is a form of fraud in which an attacker masquerades as a reputable entity or person in email or other forms of communication. Attackers will commonly use phishing emails to distribute malicious links or attachments that can perform a variety of functions. Some will extract login credentials or account information from victims.

I think because coincidentally I did order something online that’s why I didn’t think too much.

The SingPost SMS said the address provided by sender was wrongly written. If parcel was mine, pay $3.19 to release it. Else SingPost will return the parcel to sender. The fake website was professionally designed with SingPost name and Logo (blue/red/white). Hence I keyed in my particulars and credit card details.

Are these hackers from Singapore or overseas?

I don't think it's important where the hackers are from. You should protect yourself asap.

Yes! They are not after the $3.19.

Or change new phone but make sure you don't clone it or use same google account coz once your clone, you may also be copying the malware over.
meanwhile, you may want to reset your phone google account password link to this phone (I assume yours is android) on a SAFE device as they may be already 'spying' on all the activities on your phone.
Some people stores everything from contacts, photo etc. If you lose control of that google account and things inside are valuable to you, they may extort you for the return

Maybe you can google "What if I accidentally clicked on a suspicious link on my phone?" and try to understand more.

But don't install those 'recommended' anti virus unless you are absolutely sure they are safe to use.

Yeah. Antivirus is simply phishing in disguise. In trying to protect ourselves, we have to infect ourselves first
Kind of like the covid situation we are in today. Sigh.

Be careful sometimes the scammer may take over our WhatsApp or Facebook account and sending messages to all our contact asking for their personal details. I had received a WhatsApp message from my colleagues asking for my full name and NRIC number as his wife want to invite me for shopping in Shoppee....My colleagues told us on the following day it was a scam as his WhatsApp account was hacked.
