If a student applies for a school as the second choice, would he be at a disadvantage compared to another student who puts the school as the first choice? Assuming they both have the same aggregate and etc.

should be no, based on the JAE booklet pg 3 para 6

I think there is an effect.
Assuming everything is the same between 2 students, every subject same grade, same bonus point, nett 4 points and VJC cutoff is 4. Student A put HCI first choice, VJC second choice, student B put VJC first choice. There's only one place left. I think the spot should go to student B. Of course, this effect should only happen when the L1R5 nett happens to be the school's cutoff.
