H1CL in A-Levels

My son got D7 for his O-Level Higher Chinese. He goes to JJC open house and the teacher advised him to take H1CL.

From JAE 2014 note:
"You need not take the H1 MTL examination if you have obtained a D7 or better in Higher MTL at the GCE ‘O’ level as you would have deemed to have fulfilled the H1 MTL requirement."

Please advice, should he take H1CL again and what is the Pro or Con?

According to all my friends who took HCL in sec and got B3 and took in JC to get A, H1 Cl is much easier than hmt. D7 is considered a fail grade in JC (sub pass) so if you think you can do better then just take. ESP since you will be competing with ppl who mostly only took normal Chinese or failed hcl so it's easier to score better.
