University like NUS, NTU published the indicative IGP for the degree courses.

Since it's 'indicative', does meeting the 10th percentile of the course a good gauge to be offered a place this year?

I wouldn't say 100% yes, but I would say 95% yes. The IGP cut-off is determined based on demand and supply, so unless there is a sudden, drastic change in demand for a particular school or faculty, chances are that meeting the 10th percentile is pretty safe, but sometimes, as Forrest Gump would attest, life is like a box of chocolates: you'll never know what you're going to get.

The IGP usually indicates GP and PW to be a "C" grade. So does it mean that you have a higher chance if both are "A". What if the 3rd H1 subject is a "B" or a "C" how would that affect the scoring and admission chances?

Usually the main determiner is your H2 grades because they are worth so many more points than H1 subjects. Getting a good grade in H1 subjects will only help for the really competitive faculties. If your H2 grades are way above the 10th percentile, for most faculties, you should be able to get in even with a mediocre H1 grade.

Two potential scenarios -
a. If two students have identical UAS both apply for same course, does it mean that the student with 'better' H2 grades stands a better chance to be offered a place?

b. The IGP assumed grade C for GP and PW. If a student has GP=E and PW=A, the points if we calculated is same as GP/PW=C. If their 3H2/H1 grades are the same. This means their UAS is identical. Which student will be the one offered a place?

For a.

Usually, yes. But this also boils down to what course they are both applying to. If everything is equal, they will boil it down to the most impt H2 subject. Like if physics is what you applied for, they will boil it down to the physics grade of both students and award the place to the one with a higher grade.

b.

The one who has GP C and PW C would be awarded the place over someone who has GP E.

I'll add that for Law, they'll place more emphasis on your GP grades rather than your H2s if the UAS is the same.
