Hi I am a student and I am looking for education loan for higher studies either in Singapore or abroad. Can somebody suggest any good bank?

Some singapore banks only offer loans if you're studying at their partner/accepted universities. For overseas universities, the list of accepted universites gets shorter. For instance, posb has a promotional interest rate of 4.6% for their student loan but only if you're studying at SIM, Kaplan or PSB. For a full list, you can get it from their student loan page. Each bank should have a list of what institutions they accept so go take a look.
