Developing WSQ training materials

Developing WSQ training materials

I do not know where to post this topic so please bear with me.

I am in adult education; a trainer/lecturer. I have been asked to develop training materials to meet WSQ standard. The module kit comprises a complete set of materials which include powerpoint slides, assessment plans, lesson plans, course overview, trainer's guide and learner's guide.

Has anyone developed training materials to meet WSQ requirements before? What is the market rate for developing a complete set of materials? Some training schools pay peanuts, like $200 per module and I know it is a rip-off.
