i briefly read the newspaper article, seems like a good plan for small investors, not too bad return rate plus flexible.

Offer locals another option on savings?
I think it is more for mid-term tenure (>1 yr).

One of the main benefits is the guarantee of the capital. The other is the smaller amounts required.

Why is the Government introducing Savings Bonds?
 To provide individuals with a long-term savings option that offers safe returns.
