Must the child be good in Chinese to be in this school? Lots of emphasis in chinese?

Not so sure about Chung Cheng Yishun.

For Chung Cheng main, understand all Secondary one has to take HCL next year. .

For CC Yishun HCL is not compulsory in Sec 1. It depends on your child CL standard. You can choose normal CL in Sec 1 & 2. During the Sec 2 streaming, if your child can scold 75% above for normal CL, then the school will offer HCL to your child in sec 3. In fact, this school's academic performance has been improved gradually.
