Raffles diploma

Hi
Can anyone tell me what good is the raffles diploma?
If a student receive a RD w credit but did poorly in GCE A level, will local U still honor the RD and admit him/her based solely on the RD?

local u's admission criteria is based on A level grades. RD not useable
RD is based on consistent performance. it will be unusual for someone with a good RD to do badly in A level - may be like the olympics women badminton - purposely lose the game
more likely that someone does not get a good RD, wake up last minute and chiong A level and still made it with good grades
a good RD is well received by good unis overseas
