"The Ministry of Education (MOE) said Wednesday it is abolishing the banding of secondary schools by academic results with immediate effect to enable "every school to be a good school".

On scrapping the banding system, MOE said in a statement that it recognises that a school’s effectiveness in academic education is better measured by its academic value-added than by its absolute academic band, as the student intake profile varies across different schools.

However, the ministry said it will continue to monitor and recognise schools’ ability to value-add to their students academically.

Introduced in 2004, school banding places secondary schools into nine bands each year based on the performance of their students at the GCE O Level in the previous year.

For example, schools in Band 1 would have students who have obtained an average L1B5 of less than 11 points. This information can be used by parents when deciding where to enrol their children after the Primary School Leaving Examination (PSLE)."

L1B5 just means the aggregate score of the First Language and Best 5 subjects.

L1B5 means the total aggregate score for first language (usually EL)* and 5 bets subjects.
e.g. EL A2, MTL A2, E Math B4, Chem B4, Phy C5, A Math C5, Combined Humanities A1, Art A1, Food and Nutrition B3

To compute L1B5; EL (2) + Comb Hum (1), Art (1), MTL (2), Food and NUtrition (3), EMath (4) =11

However, to enter poly/JC, some use L1R2B3, or L1R5 which means EL (in most cases) + 2 relevant subjects + 3 best subjects.
e.g. the child with the results above wants to get into engineering in pol or sci in JC, Math and sci becomes relevant subjects

so computation becomes EL (2) + relevant EMath (4) , Chem (4) + Best 3 Art(1), Comb Hum (1), MTL (2) = 14

* for students taking Higher MTL, if they pass EL (C6 or better), they can use Higher MTL as L1. in other words, if they get B4 for EL but A1 for Higher MTL, the 1 will be (1).

But for ranking of sec sch (which they will remove soon), it is based on L1B5.

L1B5 of 10 means on the average, graduates from this school has 10 points for EL and 5 subjects.
