Can repair shrunk blouse?

I used a dryer and my new cotton material blouse (supposed to line dry ony) came out shrunk How to "repair"? Pls HELP

Don't think the shop will allow for exchange of item since the washing instruction indicates "line dry" only. How about going to a laundry shop and ask for advice?
Actually, something similar happened to me too. It was a new dress that shrank. In the end, decided to use it as a blouse instead

Hanging to dry will not work as it will not be stretch correctly.
