Paying bank loans to agency and the $20

I like to find out if this is the practice by most agencies.

In the first 8 mths, the maid does not get paid, and the money is paid to agency in advance to settle her bank loans, and the maid is paid $20 every month (because she does not have day-off), is the $20 deducted from the maid's pay (which is the advancement to the agency)?
Eg. if the maid salary is $450 per mth, deducting $20 will be $430.
And the amount advanced to agency to settle maid's bank loan is $430 x 8 mths, instead of $450 x 8 mths?

not all bank loans go to the bank, some goes to the agency..
that's why agency making tonnes of money
