More than 2km at Phase 2B is risky for both MS and SJIJ, definitely balloting, and with possibly not many seats left for more than 2 km folks. Also bear in mind, under the new system, there will be less space for 2B (20+1/3 left over) vs (20+1/2 left over) previously. All the best.

Hi fellow parents,

I'm an alumni member of Rosyth, and was obviously certain I wanted my son to be enrolled in Rosyth as well... Which of cos not until the recent curveball. Now I'm half-hearted, partly because I'm just right outside 2km.

I will like to understand exactly how MOE conduct phase 2A, and how crucial is it for us to be staying within 1km AND be an alumni to get in? I'm prepared to rent a house for the next 6 yrs within 1km of Rosyth, but honestly if I don't have to make extra logistical changes, I would prefer not too. After all, my current place has straight bus to the school as well.

For option 2, I have St Gabs (right beside where we stay now) and Yangzheng both within 1km, and Maris within 2km as my alternative choice.

I am of cos more inclined to Rosyth, and if staying at my current place works under my phase 2A, it will be most perfect!

Just wondering if there might be anything that I missed that can possibly allow me to still hit this curveball for a homerun?

Hi. For Phase 2A MOE will:
#1. Take Rosyth's total intake size and then subtract off a) Phase 1 (sibling) applicants, b) 20 seats for 2B, and c) 40 seats for 2C = 2A seats available.
#2. Look at 2A applicants within 1 km, 1 km-2 km, >2 km and see who gets in and who needs to ballot. I.e. if there are 70 seats available and 60 applicants within 1 km, they all get in. If there are 20 applicants within 1 km - 2 km, these 20 people ballot for the 10 remaining seats and those > 2 km have no chance. Obviously the acceptance distance and number balloting for X spots will depend on the actual applicants this year.

You can wait for other experts to reply but based on the past data and a reduction in 2A seats, I would think:
A) Moving within 1 km almost certainly guarantees a spot in 2A
B) > 2km = at best get to ballot (probably less than 50/50) and may not even get to ballot (in some ways, nothing has changed with the new rules for those > 2 km; a spot wasn't guaranteed before and it isn't guaranteed now. It is just that now the odds for > 2 km will likely be worse than under the old rules).

Do note that MOE made some changes to the home-school distance calculation and generally speaking the radius is a bit bigger than before. If your just over 2 km was done years ago, you may want to double check with the new methodology. Also, you only need to rent a house (within 1 km) for the first 30 months; you could move back to your existing place if it is still reasonably convenient after this period is met.

Thanks, SG_KP1 for the accurate description of Phase 2A balloting.

Rosyth has had required balloting for >2km in 2018 and 2019 in Phase 2A2,
and balloting for >2km in 2020 and 2021 in Phase 2A1.
In other words, the competition is getting more intense. The consolation is that the balloting was only for people staying >2km away, but with MOE removing 20 places from Phase 2A, I suspect you might not even get to ballot if you are staying >2km away.

St Gabriel's has required balloting in Phase 2C for 2020 and 2018 but it is for those staying >2km away or for PRs. So it is a safe bet.

Yangzheng has required balloting in Phase 2C from 2011 onwards and is mostly for those staying 1-2km away (except in 2018, for Dragon kids, where balloting was required for those staying <1km away), so I think it is a safe bet too for you.

As for Maris Stella, it has always required balloting in Phase 2C since we started monitoring in 2006, and since 2018, balloting was required even for those staying <1km away in Phase 2C. Even though Phase 2C has "increased" its seats by 20, I think many parents who failed to get in by the earlier phases will try again in Phase 2C, so don't hope for Phase 2C to be less competitive. I don't think you have even the chance to ballot staying 1-2km away.

If I'm you and am not moving, I will probably try my luck for Rosyth in Phase 2A. No loss, only gain :) If I could not get in, well, either Yangzheng or St Gabriel's will do in Phase 2C. Remember - success in school is really based on the individual, and all schools have good and dedicated teachers to nurture your child.

FWIW, it looks like the total no. of 2A1 + 2A2 for Rosyth has gone up gradually in recent years up to last year, but more and more people have moved from the 2A2 to 2A1 category (this is my guess based on the stats on the school website). Obviously it'll be different next year. Housing around Rosyth is not *that* dense so I'd guess that there's a decent chance to ballot >2km in 2A, but I think <1km in 2A is the only homerun.

Full disclosure: we moved <1km for Rosyth, but we were living much further away. I liked living in my former neighbourhood (much nearer to work) but it is nice for the kid to be able to walk to school every morning.

My SC DD will be registering for P1 this year. We are in a dilemma as I am an alumni of PLMGS Primary but we are currently staying <1km of SCGS.

Based on past stats, I believe registering DD in PLMGS via phase 2A would be a shoo-in even if we reside >2km, and I personally had a great school experience with caring teachers (even if it was decades ago). However, we really can’t bear to make our DD wake up at 5.30am and take the long school bus commute to Lor Ah Soo, when that time could be spent resting for a long day at school.

On the other hand, we stand a shot for SCGS phase 2C but it is still a XXXXX as the school has always had to ballot for SC <1km in recent years. With the change in seats allocation, it could either up our chances or intensify competition in that phase, it’s anyone’s guess.

We have thought of (a) securing a seat in PLMGS first in 2A then review the stats for SCGS come 2C. If we have the appetite for the risk probability, then withdraw from PL and put in a ballot for SCGS or (b) walk away from 2A registration in PL right from the start and try for 2C in scgs. Of course, fully cognisant that we need to explore other options for 2CS if not successful.

What would fellow KSP do if you were in our shoes? We have a younger DS but my husband is an alumni of CHS so we will cross that bridge when we get there in 5 years’ time.

If I were in your shoes, I’d start frantically shopping around for accommodation <1km of CHS and with easy transport (eg direct public bus) to PLMGS. These 2 schools arent too far apart.

But that’s just me.

With online applications, there’s no way to guess the actual number of applicants in phase 2C before u decide to withdraw from PLMGS & hop over to SCGS. You’d have to go in joining the ballot not knowing the odds. If you’re happy with the 2CS backup school then that’s ok. But what happens come DS’s registration? Move to Bishan & let your DD travel long distance to SCGS??
