There is no official appeal process. What I would do is:
- simply let the deadline pass without action. Child will then officially stay in his old school
- since the desired school seems to have vacancies, just apply directly to the desired school (walk-in to the general office once Term 1 starts / call them to check transfer application procedure / use online transfer or query form if available).
- MP route if u think it’s faster

Thanks Zac's mum! Unfortunately, old school is much, much further - in the north, we have moved to the west ☹️

Looks like my only option now is to seek MP's help sighhh

Why not you check with the desired school to see whether they have any vacancies so that you can direct apply to the desired school.

Give the General Office of the primary school behind your block a call. They should be able to advise whether there is vacancy for P2 next year and if so, how to proceed with the school transfer request (fill up a form, supporting docs, ... etc).

Note: For primary schools which are already full during P1 registration, it is unlikely that they will have vacancy for P2 as P1/P2 class size is restricted to 30. For these schools, there may be opportunities for school transfer for P3 and above as class size can be bigger.

1. "They still have vacancies in Phase 2CS" is not the same as "they still have vacancies after Phase 2CS or P1 registration". As per coast's comment, if the school is full at the close of P1 registration, it is unlikely that they will have vacancy for P2.

2. I think "inconvenient to travel to and fro home" is a subjective statement. Yes, it's probably not as convenient as the school behind you block, but how "inconvenient" is "inconvenient"? < 1km, <2km or beyond walking distance and a couple of bus stops away?

Not sure how you want your MP to help. Insist on a place behind your block when there's none? An alternative school from the one assigned, which could be just as "inconvenient"? :shrug:

Actually,

if u only want a specific primary school that is directly behind your hdb block for your own convenience,
AFTER
shifting to your new house,
then

u should have just approached or call up the school directly, ask them whether got vacancies or not.
If got vacancy, then apply.

If No vacancy, then move on to the 2nd next school near your house, to inquire. But all these query, u need to do personally, as homework basic checking first.

Because

The moment u go through MOE STEPS, then it is up to MOE to assign your kid to any school, that has vacancies. MOE won't bother, is this school near your house, or far away.

Since MOE has already assigned your kid a new school to Transfer to,
then,

It is up to you now,
to either accept the offer to transfer, or to reject, turn down the offer. If u turn down, means your kid remain in the current school, no change.

No use seeking any MP help, because it will still be the same answer. MP is Not in charge of any MOE matter.

By the way,
Is your kid of "foreigner" status?

If Yes,
once MOE assigned your kid a school, u cannot change the school that's been assigned to u. MOE won't entertain queries related to seeking transfer to another school.

(Because

from the way u talk about still have vacancies in 2CS, kind of indicate that ... your kid is a foreigner)

Parents,

do take note of which primary school, u are attempting to seek Transfer into, for your P2 kid.


1) if is not a popular, just an ordinary neighbourhood school, vacancies may still arise at end of P2, for those seeking Transfer.


2) But,
if is a highly popular GEP school like Raffles Girls' Primary (for example),

If any vacancies (if any) were to arise during the course of entire P2, the school will rather "keep" or reserve these vacancies,
wait until ... the end of P3,
before start to consider / evaluate suitable candidates, for Transfer into the GEP centre.

Why ?

Because
by then,
at the end of P3,
in the month of October / November,

the two round of GEP tests would have been conducted, already. Whether P3 applicants have cleared Round 1 / Round 2 / never clear, the results would have been out already, by end of P3.
