The elite site has no info on distance. It's best to use our own KSP link, though the updates stopped 2 years ago :(

Define “safe”. Stay at home wait for balloting result by SMS very safe. Don’t need to cross the road, very safe.

This year could be different. With the new housings and the gc that I’m in everyone trying phase 2c are within 1km. High chance of balloting! Don’t even know if I should risk it

Looks like you answer your own question :) I mean every year also got new housing everywhere , who knows for sure. Anyway just monitor on the last day afternoon to see the stats and perhaps a backup to fall on.
