Answer2 should be correct as he missed the bus ( reason) 1st, that is why he was late.

To me,

Ans1 means : He missed the bus because he was late (to catch the bus).
Ans2 means : He was late (maybe for school) because he missed the bus.

So it depends where the word late is referring to in this statement.

can you share?

My friend was saying everything is back to language.
Even, maths problems now are more of language than
being a pure mathematics question on concepts. The
language used, why must it induce confusion in child's
brain, my friend sighed out loud?

He quoted, even the popular more and less
questions in P1 are already so confusing...

Logically, we are trying to explain a situation in this instance.
Basically we say that:
We are late because we missed the bus.
We are late because we overslept.
We are late because the bus didn't arrive on time.
We are late because there's a traffic jam.
