For the part in bold, that's what I originally wrote. At AL7 something, I'd go for HCI first choice and then any number of SAP schools following that (all of which are higher than AL7). As for skipping #2 and #3 altogether, I would still suggest Option A over Option B if someone likes #2 and #3 slightly more than #4 (i.e. scenario described here):

Option A:
#1. ALX - low odds (say 10% simply for illustrative purpose).
#2. ALX - 2nd choice very very low odds, likely 0% but possibly 0.01% if lucky
#3. ALX - 3rd choice very very low odds, likely 0% but possibly 0.01% if lucky
#4. ALX+1 - roughly 100% - 10% - 0.01% - 0.01% = 89.98%

Option B:
#1. ALX - low odds (say 10% simply for illustrative purpose).
#2. ALX+1 - roughly 100% - 10% = 90%

What's the risk to Option A? As you've mentioned, #4 could drop from ALX+1 to ALX, in which case second choice may have some chance vs forth choice likely no chance. But if #4 and #5 (ALX+2) are basically the same to me I think the risk (#4 drops to ALX) and reward (somehow get lucky on #2 or #3) is balance. You could disagree here and if it is shown that year after year #2 and #3 are always 0%, then I would go with Option B.

Ok, let's make it easy, both SG KP1 and Veryon are correct because they have their own thinking and beliefs and all the mistakes are in me (Liew Nga Wing) and so if anyone want to point finger on the "mistake person", please point to me and I apologise my mistakes to all.

We can disagree with other beliefs but we cannot force them to give up their beliefs.

Once again, please blame all the mistakes to me not anyone in this forum.

The original intent of our discussion is to evaluate if its wise to put a 3 AL7 COP school as #1 #2 #3 without considering which AL7 school has got a higher chance. For this case I am sure the natural order will be HCI ACSI and NJC.

Like I said, if #2 and #3 to you serve no purpose or value, why dont you just put your #4 choice as #2 instead?
