This is covered in upper Sec CL's 120 谚语, hehe. 有心 = 有决心/恒心 (determination, perseverance).

"There's nothing too difficult to overcome if you have the determination/perseverance to do so". Something similar to "there's a will, there's a way" (有志者事竟成).

Yes - notified by the school. However the last book in the booklist is sold out on Popular website already!
