P1 Registration Phases Explained
In Singapore, P1 Registration is carried out in multiple phases.
Phases 1 to 2C Supplementary are for Singapore Citizen and Permanent Resident children, prioritising those with stronger ties to a school:
Phase 1
For children who have a sibling currently studying in the primary school.
Phase 2A
For a child studying in the MOE Kindergarten in the primary school, or:
Whose parent or sibling is a former student of the primary school
Whose parent is a member of the School Advisory or Management Committee
Whose parent is a staff member of the primary school
Phase 2B
For children whose parent:
Has joined the primary school as a parent volunteer not later than July 1 (in the year before P1 registration), and has given at least 40 hours of voluntary service to the school (by June 30 of the year of P1 registration)
Is a member endorsed by the church or clan connected with the primary school
Is endorsed as an active community leader
Phase 2C
For children who are not yet registered in a primary school.
Phase 2C Supplementary
For children who are still unregistered after Phase 2C.
Phase 3
For international students, subject to availability and MOE approval.
Home-School Distance Priority
When applications exceed available vacancies, schools use the following Home-School Distance categories to prioritise admitting students that live nearer to the school:
- Within 1 km
- Between 1 and 2 km
- Beyond 2 km
Within each distance category, Singapore Citizens are given priority over Permanent Residents.
After Registration
If a phase is oversubscribed, balloting will be conducted.
For schools that require balloting, computerised balloting will be conducted centrally by MOE.
If you are applying for a popular primary school, refer to How Balloting Works in the MOE Resources section below.
On Results Day, you can check your registration result through the P1 Registration Portal from 8AM. You will also be informed of the registration result through SMS.
2026 P1 Registration and Balloting Risk
The balloting risk for each phase, from 2A to 2C(S), is shown. The risk estimate is based on actual P1 Registration data for the last 3 years (2023, 2024, and 2025).
The balloting risk value goes from 0.00 to 1.00. It is calculated based on the type of balloting the school had to undertake for each phase, averaged across 3 years, then normalised against the most competitive school.
The colour coding shows which distance group was affected by balloting:
