Number of rulers that 8 machines can produce in 1 hour = 10000/8 = 1250 rulers

So Number of rulers that 6 machines can produce in 1 hour = 1250 *6/8 = 937.5 rulers

So time required to produce 10000 rulers from 6 machines = 10000/937.5 = 10.67 hours

10.67 hours is the machine hour required for 6 machines to be each operated by 1 person.

However,there were 8 persons operating 6 machines, so the average time working hour for 1 worker = 10.67 * 6/8 = 8 hours.
