A general case of distance for n flower pots was 2( n – 1).

A simple way to understand this is it takes at least 2 flower pots to have 2 m distance. 

For 3 pots, there were 2 equal distances of 2 m,

and for 4 pots, there were 3 equal distances of 2 m, so distance = ( n – 1)2

So for distance of 18 m, 

2( n – 1) = 18

n – 1 = 9

n = 10

So 10 flower pots were there along the street altogether.
