1 litre = 1000 cm3 (approximately, but that’s a whole other story).

a) For tank A, floor area = 60 x 10 = 600 cm3 and thus 1.2 litres will fill it to a height of +2 cm in 1 minute.

b) For tank B, floor area = 40 x 20 = 800 cm3 and thus 1.2 litres will fill it to a height of +1.5 cm in 1 minute. Tank B starts 1/5 full, so has an advantage of 6 cm height.

That means every 1 minute, tank A adds 0.5 cm height more than tank B. To cancel the 6 cm height advantage, you need 6 cm รท 0.5 cm = 12 minutes.
