I don’t know if I should change ‘this evening’ to ‘that evening’ for the transformation question below. 

Question: Annie says, “I am going to the library this evening.”

Answer: Annie says that she is going to the library this/that evening.”

I forgot to ask why don’t need to change. 

Is it because the speech verb is in present tense?

I don’t think you have to change it. But it really depends what kind of transformation question you’re talking about
