I am not sure if I have to change must to “has to” or “had to” for this transformation question:

Question: Jean said, “Everybody must pay careful attention during each session.”

The speech verb is past tense, so I thought the answer is: Jean said that everybody had to pay careful attention during each session. 

However, this instruction is on-going so should I use ‘has to’ instead? (Even though the speech verb is in past tense).

Question : Jean said, “Everybody must pay careful attention during each session.”

My answer : Jean said (that) everybody must pay careful attention during each session.

My alternative answer : Jean said everybody had to pay careful attention during each session.

The answer is ‘has to’ as due to the fact that the sentence above used the word ‘each’, it implies that the sentence does not refer to something in the past, rather, it refers to something that is upcoming i.e. in the future.
