The way I see it, is longest side is already 3 small cubes in length. So the next bigger cube it can form is a 3 X 3 X 3 small cubes. 

That would need another 18 more small cubes.  

What’s the model answer for this question?

Hi. Same view here. Just to add that child has to count 9 cubes in the picture before doing 27-9 =18.
