For container A, each minute tap A us filling up the container by 2.7cm based on the following:

20cm*15cm=300cm2

810cm3/300cm2=2.7cm

For container B, 

15cm*15cm=225cm2

900cm3/225cm2=4cm

Hence, each minute the water level in B fills fast by 4cm-2.7cm=1.3cm

3.9cm/1.3cm=3

3 minutes later, the water levels in both container will be same. 

Now with a) solved, b)  is easier. 😛
