This week, we look at the schools in Bukit Merah.

• We added the application rates for Phase 2A(1) + Phase 2A(2) simulating Phase 2A.
  This is the number of people that applied for the phases.
• We subtract 20 places from Phase 2A.
• We then divided the application rate by the resulting number of places.
  ie. intensity = application rate/number of places
• We repeated the same process for the last 5 years.
• Finally, we sort the results according to the school with the highest application rate in 2021.

Once again, there is no need to fear about these schools.  Only 1 school, Radin Mas Primary requires balloting for 4 out of the 5 last years under our “simulated” Phase 2A settings.  In fact, back in 2017, the schools has exactly enough applicants for Phase 2A.  Balloting for this school increased to over 2.3600 in 2020, but fell to 1.1897 in 2021.  The cohort size is only about 200, so it is relatively small.

For the rest of the schools, the highest rate is Zhangde Primary in 2017, where the rate is 0.3810.  Therefore, it should be safe to assume that they will all NOT require balloting of any form.
