2023 P1 Registration – Phase 2C(S)

Finally the results of Phase 2C(S) of the 2023 P1 Registration is released.

The table shows the results, with those oversubscribed being displayed in RED.  A total of 28 schools are oversubscribed, but only 24 schools will be balloting because the rest just reached cut off at a certain distance.

Dazhong Primary is by far the most oversubscribed school, with 41 applicants going for a miserable 2 places (2050%!).  I’m not sure why this has happened, as it should be clear to parents that getting into that school in Phase 2C(S) should be next to impossible, but I guess many are still thinking of winning the lottery.  Oh well.

Looking at the chart, the next heavily oversubscribed school is Tampines Primary at 530% (53 applicants for 10 places), followed by Sembawang Primary at 338% and Junyuan Primary at 322%.

In general, if you look at the Day 2 numbers and compare them with 2022, you will find that there are many schools with a negative value in the 2023-2022 column.  That means the number of applicants to the schools have dropped.  Northshore Primary has the biggest difference of -75 from last year, but it did have 40 places added to its cohort, so I guess the difference from last year was 35 students.  On the other hand, Fengshan Primary is +39 applicants more than last year, but remember, last year, it didn’t really have any more places to participate in Phase 2C(S).

Similarly, St Margaret’s Primary is +46 applicants more than last year, but it was oversubscribed by Phase 2C last year.  In any case, it is only  46 applicants for 44 places, so the chance of getting into the school is very high.

The results of Day 1 of Phase 2C(S) is in.  19 schools are oversubscribed, with 3 schools just reaching their capacity without oversubscribing (Zheng Hua Primary, Punggol View Primary, and Fernvale Primary).  Other than Zheng Hua Primary, history says that Punggol View Primary and Fernvale Primary will very likely be oversubscribed tomorrow.

The school with the highest oversubscription rate is Dazhong Primary, which is 1600%!  32 parents balloting for 2 places.  I hope sense will prevail and these parents will quickly withdraw and go for other schools.

For schools which had no places left for Phase 2C(S) last year, the following are schools that require balloting:

  • Fengshan Primary (34 for 21 places)
  • Lakeside Primary (14 for 7 places)
  • Sembawang Primary (20 for 8 places)
  • St Gabriel’s Primary (32 for 27 places)

However there are those schools with some places left:

  • St Margaret’s Primary (23 for 44 places)
  • Waterway Primary (20 for 43 places)
  • Innova Primary (2 for 38 places)
  • Woodgrove Primary (2 for 4 places… I think these odds is too dangerous to try to apply for)
  • Woodlands Primary (6 for 15 places)

So those with girls who are registering, St Margaret’s Primary would be a good place.

Just some random observations:

  • Telok Kurau Primary has almost the same applications vs last year (21 vs 28), but it has a large increase of its cohort size by 50.  It’s unlikely going to require balloting this year.
  • De La Salle has currently 21 applicants for 32 places.  Seems like it’s an OK option, but remember, there were 48 applicants last year, so be careful.

These are some schools which required balloting last year, but are unlikely to require balloting this year:

  • Clementi Primary has only 70 applicants for 163 places.  Last year’s applicants were only 125.
  • Fuhua Primary has only 15 applicants for 74 places.  Last year’s applicants were only 32.
  • West Grove Primary has only 37 applicants for 81 places.  Last year’s applicants were 58.
  • Edgefield Primary has only 20 applicants for 116 places.  Last year’s applicants were 65.
  • CHIJ Our Lady of Good Counsel has only 30 applicants for 61 places.  Last year’s applicants were 29.
  • Jiemin Primary has only 27 applicants for 77 places.  It had a boost of 40 places in its cohort.

Phase 2C(S) will start from 17 to 18 August and MOE has just published the places for the Phase.

Here’s just a quick tour of the spreadsheet.  If you have been following this series, it should be familiar to you, but let me explain to the newbies.

The APP column refers to the percentage of people applying over the available vacancies.  It is currently 0% because the exercise has not yet started.

The TUR column refers to the current take up rate for the whole school up to this point.  Naturally, numbers near 100% means the school is almost out of vacancies.

Then, we have the 2023 Places that have been published for the 2023 Phase 2C(S), followed by the number of applicants from Day 1 and Day 2 (which is zero, now, of course).

Next, we show the number of applicants for 2022.  All those schools that required balloting is highlighted in beige.  In particular, you have to be careful with those schools marked with a red 0.  These are schools which had to ballot in Phase 2C last year, but managed to escape balloting this year.  The way to read this is that you need to avoid these schools in general, especially those with under 10 places remaining (ie. Lakeside Primary, Sembawang Primary, and Woodgrove Primary).  These schools WILL go into balloting.  Remember that Phase 2C(S) is your last chance to choose a school before MOE chooses for you and you have no say.  The last thing you want is to face the ballot again!

But in general, as you look at the 2023 Places available versus the 2022 application rate, you should feel better as there is indeed lots of places remaining in many school.  Demand seems to have dropped significantly this time round.  Many schools like Telok Kurau Primary in Bedok have more than double the places available (82 places versus 28 applicants in 2022).  Just stay away from schools which are very likely to require balloting and you’d be fine.
