2025 P1 Registration Phase 2C - Balloting
Submitted by Chief Kiasu
The 2025 P1 Registration Phase 2C is over, pending the balloting process which will happen on 12 August.
86 schools are oversubscribed with 1 school, Bukit Timah Primary in Bukit Timah having to ballot for PRs but still have places for SCs. Of these schools, 3 are cut off for SCs living within 1km, and 1 of them, Chongzheng Primary in Tampines, is curiously for both SCs and PRs living within 1km! I think the only situation for this to happen is that there are no SC living beyond 1km and the number of PRs living within 1km were considered and together, they match the quota just nicely. I think if there are more PRs living within 1km, then the situation will be that only the PRs have to ballot. Gosh… this thing needs a PhD to consider :p
The other case is St Margaret's Primary which was oversubscribed but requires no balloting because the school "only has places for Singapore citizen children". I'm not sure exactly what this means, without a distance bearing.
In any case, 61 schools have to ballot for SCs within 1km, 9 schools for SCs within 1-2km, 3 schools for SCs outside 2km, and 7 schools for PRs within 1km. Finally 1 school, Kheng Cheng Primary in Toa Payoh, requires balloting for PRs within 1-2km. This really shows the importance of the distance factor. If you stay outside of 1km for a school, 99% of the time, you won't even get a chance to ballot in these schools, regardless of whether you are SC or PR.
2 schools, River Valley Primary in Central, and Geylang Methodist in Geylang, just reached their quota nicely at 100% without requiring to ballot. Congratulations!
I thought it would be interesting to look at the numbers between the 2nd and 3rd day of Phase 2C, just so that future participants can benefit. It does appear that the highest number this year is 37, so keep that in mind. If you are thinking of going for a school in the following years and want to register only on the 3rd day, add this number to the number of applicants on Day 2 and think again. If you are still undaunted, go for it!
River Valley in Central had the highest 37 applications on Day 2, but fortunately it just managed to reach its quota without requiring a ballot. So most of the numbers are positive, but we also note that some are negative. The school with the highest negative is Xinmin Primary in Hougang, going from 95 to 87 applicants by Day 3. Next up is Radin Mas Primary which went from 103 to 96 applicants by Day 3. In this case, I guess this is because applicants are daunted by the odds of winning the ballot which is now at 204%. Regardless, diminishing numbers in Day 3 is NOT to norm for Phase 2C!
